Given how unstable this region is you believe that Niger would be able to make much money from oil in the end. Giant pipelines make for easy targets.

Is there any country in the world that has effectively passified its nomadic population without mass genocide or something? Can you give them free land to encourage them to become a sedentary farming population that will respect property rights?

Mongolia and Kazakhstan used to have large nomadic herders and they transitioned to settled lifestyles (of course their are still traditionalists).

Overall I am very bearish on Niger, and the Tuaregs are a minority in Niger, Mali, and Burkina Faso. Hopefully the Sahelian Confederacy can make the Tuaregs feel included, otherwise Tuaregs will push for Azawad again. The solution might just be the creation of a new Tuareg Berber state if the Sahelian Confederacy can't handle the task.

Is there any documentation on this transition? Was it a natural process or was it very elite driven?

For Mongolia it seems to be due to Climate Change, government policy, and just modernity making people change lifestyle.
